Rationale

Also, move PostgreSQL-specific functionality (user-defined types / domains, PostgreSQL server types, "standard conforming strings" setting, pg database size, pg_logdir_ls system table name) from BasePostgreSqlDialect (shared with Redshift) to PostgreSql92Dialect (which is PostgreSQL-only).
